Which Problems Does An Application Services Library (ASL) Solve?

I just read an article in the Dutch ICT magazine Computable stating the advantages of Application Services Library (ASL). The Dutch gas transportation body Gasunie is introducing ASL to improve the application management processes, and it starts with the planning, control and quality processes.

Experience learns that anything benefits from doing the things right. This is independent of whether it regards customer interaction, company growth, or processes. The big question is of course if we are doing the right things. Gasunie wants to work more methodically, and hence ASL.

I do not question this choice. They have their own responsibility in deciding upon how to create their future. Personally, I would start with checking the effectiveness of processes. Clearly, you can execute an ineffective process with 100% efficiency. I am sure that in the long turn somebody will start asking questions. That will the moment you will find out who your friends are.

Therefore I would always recommend to start with 'outside looking in'. A good starting point is always integrate the company by improving the communication with ICT and do not forget to check the ROI (Return On Investment)!
